Chipped rack and top rack does not stay up

Heavy duty and easy to put together, with the exception of the two screws for the top rack; the top rack does not stay in the up position on its own like I thought it would. I canāt open my cabinet door. I had to screw a hook in the wall to hold it up. It arrived with chips on the metal.

Nice item for a small space. You can hang a lot of clothes in a very small space. Seems sturdy. My clothes dry well. Like that it folds up against the wall when Iām done.
